Prism Signal Processing of Coriolis meter data for gasoline fuel injection monitoring

Prism Signal Processing is a new recursive FIR technique offering rapid filter design and calculation. It has previously been applied to Coriolis mass flow metering to generate fast (48 kHz) flow measurement updates, facilitating for the first time the direct mass flow measurement of individual fuel pulses injected into a laboratory diesel fuel injection test bench. In this paper we describe an augmented sensor signal filtering scheme which enables rapid tracking of the desired mode of flow tube vibration while notching out undesired modes. The new scheme is applied to a gasoline injection test bench where the vibrational interference is greater than for the previously described diesel system due to increased hydraulic shock. The paper presents experimental findings which illustrate the further challenges to be overcome in order to achieve the goal of traceable direct mass flow measurement of individual fuel injection pulses. For example, when a fuel pulse is shorter than the resonant period of the flow tube, the observed phase difference appears to show dependence on the instantaneous phase of the flow tube vibration.     

Quantifying net energy metering subsidies

Net energy metering (NEM) is the policy available in many states that promotes customer-owned rooftop solar power generation by compensating rooftop solar owners for each kWh that it generates at the retail rates. To help understand the magnitude of the residential net metering subsidies, we conducted a study to assess the subsidies for 16 US utilities with varying geographic location, size, rooftop solar penetration, and NEM policy.     

移动式计量装置验收专用负荷箱的研制

本项目着力研发一种移动式计量装置验收专用负荷箱,可依据现场实际情况将其接入到专变低压出线处,提供稳定的测试负荷电流,完成计量装置验收关键步骤。主要的技术内容:通过接入电容器组,提供计量装置验收带负荷测试所需的电流,按不同容量电容器组配置合适分组空气开关,保护电容器组,降低同时投入时的冲击电流。本项目制作的计量装置验收专用负荷箱将使用高强度箱体,并制作不同容量的负荷箱以满足不同的计量装置验收负荷要求,以提高计量装置验收工作质量和率,降低电能计量差错风险。     

瓷砖表面非常规尺寸瑕疵的检测

与普通目标检测任务不同, 瓷砖表面瑕疵检测的困难之处在于检测小尺寸和大长宽比等非常规尺寸的目标. 为了解决这两个问题, 本文提出了一种基于改进 Cascade R-CNN 的新型瓷砖表面瑕疵检测算法. 为了提高模型对小瑕疵的检测能力, 本文模型利用侧向连接结构进行上下层语义信息的融合, 使用可切换空洞率的空洞卷积来增加模型的感受野; 为了提高模型对于大长宽比瑕疵的检测能力, 本文模型在标准卷积上引入偏移域以更好提取目标特征信息. 此外, 本文模型调整 Cascade R-CNN 框架中预选锚框的大小和长宽比例. 实验结果表明, 在从瓷砖工厂收集的数据集上, 本文所提出算法的平均精度均值 (mean average precision, mAP) 达到了 73.5%, 比改进前的 Cascade R-CNN 模型提高了9.7%. 本文实验代码可从以下链接获取: https://github.com/mashibin/Ceramic-tile-defect-detection.     

Area-specific subsidies and population dynamics: Evidence from the Australian zone tax offset

This paper studies the effect of the zone tax offset (ZTO), a place based income subsidy implemented in rural Australia since 1945. The policy was intended to improve the welfare of inhabitants and provide an incentive for settlement. Our empirical approach exploits the geographical discontinuity in the eligibility for the subsidy to identify its causal effect on population growth. Using data on population by locality from the historical censuses we find that the ZTO had a positive but only temporary effect on population growth in the targeted areas.

An Independent Perception of Regulation in Practice

The paper reviews the regulation of water companies in England and Wales since 1989 by reference to the historical regulation of utilities in these countries. It considers how comparative competition, service standards and charging arrangements are developing. Particular mention is made of the debates over rates of return and household metering. The conclusion is that regulation, to be effective and appropriate, must be capable of evolution.
